Tom Casey talked to NBC News about what he viewed activity that "pressed the boundaries of what was ethical."  He says Rep. Jerry Lewis used his powerful position as chairman of the House Appropriations Committee to steer $14 million to Casey's company after Casey made campaign contributions.  Lewis also reportedly pressured Casey to hire Bill Lowery's lobbying firm - whose clients have received millions from the Appropriations Committee - and offer him stock options.
