A former staffer on the House Appropriations Committee, Sirota writes about the process by which billions of dollars are apportioned to interests wealthy enough to buy favor. Several congressman, including Jerry Lewis (R-CA) and Alan Mollohan (D-WV) are having their actions on the Committee scrutinized. The solution? No more anonymous appropriation provisions - and full public financing of congressional elections. Speaking of Rep. Lewis, his former staffer Jeff Shockey - now deputy chief of staff on the Appropriations Committee of which Lewis is the Chairman- has drawn fire for the unusally large buyout he recieved from the lobbying form he worked for between his stints on the Hill. The firm is run by Rep. Lewis' old friend, Bill Lowery.
