California Governor Arnold Schwarzenegger and Democratic challenger Phil Angelides are trading ethics allegations as Angelides follows his endorsement of Proposition 89 - the public financing initiative - with further reform proposals. Schwarzenegger ran as a reformer in the 2003 recall election, but as the article notes many of his proposals have failed to come to fruition. The candidates have traded barbs in recent weeks over staffing arrangements with state employees, and over their fundraising activities.
