Kenney eventually pulled this proposal and others from consideration, <a href="http://www.philly.com/mld/philly/news/16736778.htm">a move the <em>Philadelphia Inquirer </em>praises</a> while recommending that Kenney&#39;s proposal for public financing for municipal elections be given consideration in due time.
