Tom Casey talked to NBC News [1] about what he viewed activity that "pressed the boundaries of what was ethical."  He says Rep. Jerry Lewis [2] used his powerful position as chairman of the House Appropriations Committee to steer $14 million to Casey's company after Casey made campaign contributions.  Lewis also reportedly pressured Casey to hire Bill Lowery's lobbying firm - whose clients have received millions from the Appropriations Committee - and offer him stock options.
